PROBLEM TO BE SOLVED: To provide a lithium titanate ion secondary battery electrode active material, manufacturing method thereof, and material for manufacturing thereof, whose charge/discharge capacity is higher, with high coulomb efficiency, being excellent in cycle life. SOLUTION: A titanium oxide powder whose primary particle size is 1.0 m or less while rutilating coefficient is 15-100% is mixed with lithium compound, which is baked to collect a lithium titanate whose primary particle size is 1.0 m or less, thus providing a lithium titanate as a lithium ion secondary battery electrode active material.
