PROBLEM TO BE SOLVED: To provide a flocculating and dehydrating agent which achieves an excellent flocculation and dehydration rate.SOLUTION: The flocculating and dehydrating agent to be used includes: a powdery high molecular flocculant (A) which is cationic or amphoteric and has salt viscosity of 70-200 mPa s (viscosity of 0.5 wt.% solution of 4 wt.% sodium chloride aqueous solution); and a powdery low molecular compound (B) comprising at least one compound selected from the group consisting of an inorganic ammonium salt, an inorganic guanidine salt and a 1-6C organic acid ammonium sa wherein the powdery high molecular flocculant (A) content is 60-95 wt.% and the powdery low molecular compound (B) content is 5-40 wt.% on the basis of the weight of the powdery high molecular flocculant (A) and powdery low molecular compound (B).
