PROBLEM TO BE SOLVED: To provide a portable electronic device capable of finely performing access control in comparison with a conventional case setting an access condition to a file by setting an access condition for each record.;SOLUTION: An IC card is provided with a nonvolatile memory holding data, and at least one file storing a plurality of records is set in the memory. When a command input from the outside is interpreted and executed, access to the file is made in the IC card.
