PROBLEM TO BE SOLVED: To create an optimal transportation infrastructure improvement plan.;SOLUTION: A plan creation device generates a product of traffic volume and travel time within a target area as an objective function, generates constraint conditions by accepting input of road data, traffic volume data, transportation infrastructure improvement candidate data and total budget data, and uses mathematical programming to obtain a transportation infrastructure improvement strategy minimizing the objective function, under each of the generated constraint conditions. The constraint conditions include a constraint condition that a cost for transportation infrastructure improvement strategy to be adopted is within the total budget, a constraint condition for showing a relation between a travel time and a traffic volume with respect to each link, a constraint condition that a traffic flow volume at an intersection is stored, a constraint condition for showing a relation of traffic volume between right-turning flow and oncoming flow at the intersection and a constraint condition for showing a relation between a traffic volume of right- and left-turning flow at an intersection and a maximum traffic volume at the intersection.
