PROBLEM TO BE SOLVED: To provide a custody support system, a custody support method, and a custody support program that accurately hold and carry out bill dealings that a nonresident is concerned with based upon an instruction set in a telegraphic message.;SOLUTION: A control part 21 of a custody support system 20 executes instruction reception processing. Then the control part 21 executes collation processing and counting processing. When a precedent telegraphic message is not received, a control part 21 sets a hold management counter in the counting processing based upon a hold instruction in a dealing telegraphic message or a change telegraphic message. When a precedent telegraphic message is received, on the other hand, the control part 21 executes handling determination processing meeting a situation with respect to the dealing telegraphic message or the change telegraphic message.
