PPROBLEM TO BE SOLVED: To provide a bellows made of ferritic heat-resistant steel capable of forming a suitable welded structure with equipment and piping made of ferritic heat-resistant steel, and to provide a universal bellows that uses this steel, a piping system for a fast breeder reactor, and a fast breeder reactor facility. PSOLUTION: The bellows is made of ferritic heat-resistant steel. The bellows part of the bellows is formed with a plurality of repetitions of the annealing heat-treatment, at a temperature lower than a tempering temperature of the used ferritic heat-resistant steel and the molding in the range of uniform elongation.
