PROBLEM TO BE SOLVED: To provide a heating device for heat medium using a PTC heater which can improve heat performance by obtaining excellent thermal conductivity and assemblability and ensure sufficient electric insulation property, and an air conditioner for a vehicle using the same.;SOLUTION: The heating device for heat medium is equipped with the PTC heater 40 of laminated structure, in which an electrode plate 42, an incompressible insulation layer 43 and a compressible thermal conductivity layer 44 are sequentially provided on both sides of the PTC elements 41 respectively, and heat medium distribution boxes 30, 50 which are adhesively provided on the both sides of the PTC heater 40 respectively, wherein the passages 33, 54 of the heat medium are formed in respective interior.
