PROBLEM TO BE SOLVED: To make it possible to perform collection of waveform data of voltage and current at the time of an accident without trouble even in a distribution system without a communication infrastructure capable of high-speed and large-capacity communication.SOLUTION: Each switch sub-station 6 comprises an accident time waveform data storage part 605 which stores and retains waveform data of zero-phase voltage and zero-phase current measured from the fixed time before the time of detecting an accident to the time of detecting the accident with time information for specifying the time of detecting the waveform data. Depending on a request from a master station 9, the waveform data stored in the accident time waveform data storage part 605 in each of the switch sub-station 6 is transmitted to the master station 9. When data amount stored in the accident time waveform data storage part 605 in each of the switch sub-station 6 reaches determined reference data amount, the waveform data stored in the accident time waveform data storage part 605 is transmitted to the master station 9 and cleared after that.
