PROBLEM TO BE SOLVED: To provide a system capable of obtaining the optimal information, according to the location of individual portable telephone terminal for every terminal instantaneously when disaster occurs by transmitting information before and after the disaster occurs in two divided steps, in order to provide optimal information, corresponding to the location of a user.;SOLUTION: The disaster information system is constituted of a base station side server, having a means for storing basic information, based on unique circumstances for each fragmentation region ID in the communication-validating region of the base station; for acquiring the ID of the region to which the location shown by the location information of the portable terminal equipment in the communication validating region belongs to, and acquiring the basic information each time newly acquiring the ID of the region to which the location of each portable terminal in the communication validating region is belonging; and for transmitting it to the portable terminal equipment, and multi-address transmitting disaster prediction scale information to the portable terminal equipment in the communication-validating region almost, at the same time, as the disaster occurrence: and the portable terminal having a means for receiving the basic information and the disaster prediction scale information, and generating disaster prediction, based on this.
