PROBLEM TO BE SOLVED: To provide a present condition preservation type topsoil block transplant method of construction which digs out a topsoil block, which lifts one end of a container and makes the topsoil block slide in a fixed place, and which can transplant the topsoil block even on flat ground where the fixed place was difficult before.;SOLUTION: The present condition preservation type topsoil block transplant method of construction has an outer frame 1 and an inner frame 4. The outer frame 1 has a bottom plate and an opposite wall rising up from the bottom plate, and a collecting opening is opened in the inner frame 4. The inner frame 4 is housed in the outer frame 1 by opening the collecting opening. The topsoil block is collected from the collecting opening into the inner frame 4 in a collection place, and the collecting opening is blocked by a baffle. Then the blocking by the baffle is released in a fixed place. The outer frame 1 is pulled out of the inner frame 4 while restraining the inner frame 4, and the inner frame 4 is removed from the topsoil block.
