PPROBLEM TO BE SOLVED: To provide a power failure plan evaluating system, which evaluates a power failure plan of work in which power failure occurs, in consideration of restrictions of consumers and various restrictions on supplier, and a method and a program for evaluating the power failure plan. PSOLUTION: The power failure plan evaluating system for a power failure plan, which shows a schedule of work in which power failure occurs, is equipped with: a memory 3D which stores a restriction of work in a power station, as well as a restriction on the power failure plan, and a restriction on a facility that transmits power from the power station to consumers; and a processor 3C that receives the restriction on the demand of consumers and the power failure plan to determine the quality of the power failure plan based on the received restriction of consumers and each restriction stored in the memory 3D.
