PROBLEM TO BE SOLVED: To provide film producing apparatus and method for producing a TAC film which is free from uneven thickness.;SOLUTION: A dope, which comprises TAC and a mixed solvent containing dichloromethane as the main solvent, is prepared. The dopes cast from an outlet port of a casting die 31 onto a casting drum 32. The pressure in the area along the width direction of a casting bead 69a is made lower than the pressure in the area along the width direction of a casting bead 69a in the opposite side to the casting drum 32 in the side than in the opposite side, of the casting drum 32 by means of a decompression chamber 68 arranged in upstream side of the casting die 31. Also, air is fed from air feeding sections 110-112 into the decompression chamber 68. The shape of the casting bead 69a is thereby stabilized as the air flow in the decompression chamber 68 is controlled and occurrence of air flow fluctuation is prevented.
