PROBLEM TO BE SOLVED: To provide a two-step earth retaining wall which enables the shortening of a construction period and reduction in cost by enabling the smooth progress of excavation work because timbering such as a ground anchor is not required during the internal excavation of an inside earth retaining wall, and a construction method for the two-step earth retaining wall.;SOLUTION: In this two-step earth retaining wall, a connecting material 4 makes an outside earth retaining wall 1 connected to the upper end of the inside earth retaining wall 2 which is constructed via a stepped excavation section 3 inside the outside earth retaining wall 1. The internal ground of the outside earth retaining wall 1 is excavated up to an upper-end level of the inside earth retaining wall 2, and a vertical intermediate section of the outside earth retaining wall 1 and the upper end of the inside earth retaining wall 2 are connected to each other by means of the connecting material 4.
