The purpose of the present invention is to provide an electrochromic dimming element which has excellent light resistance and wherein the time from the application of a voltage to the completion of light transmittance change is extremely short. The present invention provides an electrochromic dimming element wherein: an electrochromic layer that contains an electrochromic compound, an electrolyte layer and a counter electrode material layer that contains halogenated phthalocyanine are sequentially laminated in this order between a first substrate that has a first conductive film and a second substrate that has a second conductive film; the first conductive film and the electrochromic layer are arranged so as to be in contact with each other; and the second conductive film and the counter electrode layer are arranged so as to be in contact with each other.
