PROBLEM TO BE SOLVED: To constantly, accurately estimate in conformity with an actual situation of an outlet temperature of cooling water from a cooling tower.;SOLUTION: The outlet temperature Tout and inlet temperature Tin of cooling water, and outside air enthalpy Eair at the time are measured with the condition that a bypass flow rate of cooling water returned to the cooling tower is 0, and a cooling tower fan is ON (in the case of a plurality of cooling tower fans, all the fans are ON). From the actual measured value Tout of the outlet temperature of cooling water and the actual measured value Tin of the inlet temperature of cooling water, a peak temperature Tave' is calculated using Tave'=(Tin+Tout)/2, enthalpy of saturated air of the peak temperature Tave' is set as peak enthalpy Etop', a difference between the peak enthalpy Etop' and an actual measured value Eair of the outside air enthalpy is divided by a difference between the actual measured value Tin of the inlet temperature and the actual measured value Tout of the outlet temperature of the cooling water, a heat exchange coefficient α'(α'=(Etop'-Eair)/(Tin-Tout)) is calculated, and a heat exchange coefficient α is replaced by α.;COPYRIGHT: (C)2009,JPO&INPIT
