PPROBLEM TO BE SOLVED: To provide a symbol image generation device, a symbol image generation method, and a program which materialize various expression methods by giving movements to characters, symbols, pictures, and words to be displayed. PSOLUTION: The symbol image generation device for generating an image of a symbol includes: a font data storage means 20 with which first shape information (Xa, Ya, ...) of first symbol elements (fundamental elements) of the symbol and a plurality of pieces of second shape information (Xa1, Ya1, ...) of second symbol elements of the symbol are registered together with element codes (F041 etc.) while making the first shape information and the second shape information correspond to a symbol code (F040) of the symbol having symbol elements; an image generation means 10 which reads out the first shape information and one or more pieces of the plurality of pieces of second shape information on the basis of a symbol code input from an input means 60 and generates a symbol image of one symbol on the basis of the firs shape information and one or more pieces of second shape information.
