PPROBLEM TO BE SOLVED: To provide a method for ameliorating land contamination which prevents upper clean soil from being contaminated with heavy metals in contaminated lower soil. PSOLUTION: The method for ameliorating soil contamination includes: a first step of laying charcoal 4 which allows water to pass through and adsorbs heavy metals on the surface of heavy metal-containing soil 2; a second step of laying a root resistant water-permeable sheet 5 having water permeability and preventing the roots 7(A) of a plant 7 from extending toward the lower soil 2 on the layer comprising the laid charcoal 4; and a third step of charging clean soil 6 on the laid root resistant water permeable sheet 5 to prepare the soil so as to complete creation of land. Construction for ameliorating soil contamination enables that the charcoal 4 absorbs the heavy metals even when soil water W1 penetrates into the construction and moves upward, and clean soil water W2 from which the heavy metals are eliminated penetrates the soil 6 charged on the root resistant water permeable sheet 5, so that the charged soil 6 is hard to be contaminated with the heavy metals and the contamination with the heavy metals can be suppressed to a remarkably low levels even when the plant 7 is cultivated in the charged soil 6.
