PPROBLEM TO BE SOLVED: To attain a reduction in drive voltage by using a metal oxide formed by anodizing an electrode as a dielectric film, and also, to attain AC-drive, regarding an electrowetting device utilizing an electrowetting phenomenon. PSOLUTION: The electrowetting device includes: conductive or polar liquid material portions 4a and 4b; and an electrode 1 applying voltage to the liquid material portions 4a and 4b through a dielectric layer. In the electrowetting device, the dielectric layer is formed as an anodized portion 2 formed by anodizing the electrode, and a capacitor 6 is placed between the electrode 1 and the voltage applying unit 5. The dielectric film is made thinner and the dielectric constant is made higher, then, the reduction in drive voltage is attained, and also, the AC-drive is attained. PCOPYRIGHT: (C)2008,JPO&INPIT
