PPROBLEM TO BE SOLVED: To provide an inside mounting type bung fitting device which prevents the occurrence of foreign matter such as paper dust or plastic powder when a dispensing spout is fitted/welded. PSOLUTION: A foreign matter blowing-off/recovering apparatus (12) is installed in which while a paper composite container (1) is separated from a welding receiving anvil (19), clean air generated from an air blowing device (11) is ejected toward the dispensing spout contact part of the welding receiving anvil (19) and its vicinity to blow off adherent foreign matter, and the foreign matter blown off is sucked with air from the other opening and recovered.
