PPROBLEM TO BE SOLVED: To further accurately determine appropriateness of retrieval processing for performing retrieval by eliciting necessary information. PSOLUTION: In the information retrieval appropriateness determination processing program, a retrieval history data acquisition part 101 acquires retrieval history data 30 of information retrieval of a determination object, and a voice data acquisition part 103 acquires voice data 32 of conversations from which information necessary for retrieval is elicited. A pre-retrieval acquisition information extraction part 104 extracts, as a pre-retrieval acquisition keyword 33, a word matched with a keyword showing information necessary for information retrieval from the voice data 32 in reference to a keyword dictionary 106. A retrieval appropriateness determination part 112 compares the pre-retrieval acquisition keyword 33 and the retrieval history data 30 (a retrieval key, a selected document, the order in the retrieval result of the selected document) with best instance data 34 of a best instance data storage part 28, and determines the appropriateness of the information retrieval processing based on the appropriateness of the pre-retrieval acquisition keyword 33 and the retrieval key.
