PPROBLEM TO BE SOLVED: To provide a clear and natural voice by a public broadcast device, a public-address device, a hearing aid, a telephone or the like. PSOLUTION: A voice enhancement processing device includes: a first band-pass filter for passing a predetermined frequency component of the input signal as it is; a second band-pass filter whose lower limit frequency is set at a frequency value equal to or higher than the upper limit frequency of the first band-pass filter, the second band-pass filter passing the input signal; and a power envelope extracting section for extracting a power envelop signal of the output signal of the second band-pass filter; a code extracting section for extracting the code of the output signal of a harmonic feature extracting filter; an intra-band signal multiplying unit for multiplying the output signals of the input intra-band power computing unit and the harmonic feature code computing unit; and a compressed band-pass filter whose pass frequency band is the frequency band to which the frequency components of the input signal is compressed.
