PROBLEM TO BE SOLVED: To provide a resource use management device, capable of assuring, even if the starting point of a resource use period is not known in use of a specific resource by a plurality of devices, other devices of resource use for a fixed time every predetermined period by placing on a certain device a certain restriction for resource use in consideration for the readiness of use of the specific resource.;SOLUTION: In a bus arbitration device 500 that utilizes the resource use management device, upon detecting that a processor 60 is permitted to access a memory 80, a detection unit 510 decreases the value of a counter 130 by 1 and starts a timer, in a delay circuit 110, that is not in operation to count time. When the timer counts to a predetermined cycle time period, the delay circuit 110 increases the value of the counter 130 by 1.
