PROBLEM TO BE SOLVED: To provide a conductive roll for an electrophotographic apparatus, which suppresses irregularities in an image and toner adhesion, and achieves high image quality and long service life, and also to provide a method for manufacturing the conductive roll.;SOLUTION: The conductive roll 10 is constituted by laminating an elastic layer 12, an intermediate layer 14 including roughness formation particles 18, and a surface layer 16 on the outer periphery of a shaft body in this order. The conductive roll 10 satisfies expressions of ϕ≤20, t1≥3, t1+t21/2×ϕ and 2≤Ap/ϕ≤3.5, wherein ϕ(μm) represents mean particle diameter of the particle 18, t1(μm) represents thickness of the surface layer 16 at a part where the particles 18 are not present in the intermediate layer 14, t2(μm) represents thickness of the intermediate layer 14 at a part where the particles 18 are not present, and Ap (%) represents area ratio of the roughness formation particle part obtained when the photographed image on the roll surface is binarized by using a discriminant analysis method.
