PPROBLEM TO BE SOLVED: To provide a treatment method of an asbestos-containing material using a cement manufacturing process, capable of easily and surely executing detoxification treatment in a rotary kiln used for cement manufacture without the risk of scattering asbestos from the asbestos-containing material, and a manufacturing method of cement utilizing the treatment method. PSOLUTION: In the treatment method of the asbestos-containing material using the cement manufacturing process, sewage sludge containing phosphate ions and a calcined cement raw material containing a chlorine compound extracted from the kiln inlet part (2) of the rotary kiln (1) or the rear stage part of a preheater for supplying the calcined cement raw material to the kiln end side of the rotary kiln and/or chlorine bypass dust extracted from the kiln inlet part of the rotary kiln or the rear stage part of the preheater are mixed in the asbestos-containing material, and the obtained mixture is supplied to the kiln inlet part of the rotary kiln.
