PROBLEM TO BE SOLVED: To match spatial and temporal positions of a reference video signal and a deteriorated video signal.;SOLUTION: A form converting unit (41) inputs a reference video signal (RI) being a video signal not deteriorated and a deteriorated video signal (PI) being the reference video signal deteriorated, and converts a file form of deteriorated video image contained in the deteriorated video signal into a file form of reference video image contained in the corresponding reference video signal. A display timing matching unit (42) matches the numbers of reference video frames contained in the reference video signal and deteriorated video frame contained in the deteriorated video signal, and display timing thereof. A synchronization/position matching unit (43) matches an inter-frame corresponding relation and an inter-pixel corresponding relation while monitoring frame deviation between the reference video frame and the deteriorated video frame or a freeze state of the deteriorated video image for target frames of the reference video frame and the deteriorated video frame and several preceding and following frames thereof.;COPYRIGHT: (C)2009,JPO&INPIT
