PPROBLEM TO BE SOLVED: To perform high-accuracy video indexing even when relation between a definition label and image contents fluctuates without spending a large amount of cost and time for collection of dictionary data. PSOLUTION: A dictionary storage means 6 stores: the definition label; a one class identification function for distinguishing whether a processing target image calculated from a positive case image by a one class identification function calculation means 4 is an image expressing the definition label or not; and a two class identification function for identifying the positive case image and a negative case image calculated from the positive case image and the negative case image by a two class identification function calculation means 5. A label impartment candidate detection means 7 inputs an indexing target video, and obtains a frame image that is a candidate imparted with the definition label by use of the one class identification function stored in the dictionary storage means 6. An indexing means 8 excludes an image corresponding to the negative case image from the frame image made to be the candidate by use of the two class identification function stored in the dictionary storage means 6, and determines an image to be imparted with the definition label.
