PPROBLEM TO BE SOLVED: To provide a scrambling device using additional information (scramble-related information) for scrambling a broadcast program without securing an additional band. PSOLUTION: The scrambling device 1 includes a scramble control means 12 of generating a scramble key and scramble-related information for descrambling, a packet scrambling means 11 of scrambling packets constituting a transport stream with the scramble key, and a related information multiplexing means 13 of multiplexing the scramble-related information in the transport stream, and is characterized in that the related information multiplexing means 13 inserts the scramble-related information into packets for time information transmission and multiplexes the packets.
