PROBLEM TO BE SOLVED: To provide a data management device and a data management method for a storage medium, protecting data from a third party, and improving convenience.;SOLUTION: A USB (Universal Serial Bus) memory 20 has: a memory portion comprising one or more RAMs 24₁-24_n storing data; and refresh circuits 25₁-25_n and a controller 22 managing the data stored in the RAMs 24₁-24_n. A personal computer 10 managing the USB memory 20 has a USB interface 16, an input part 15, and a processing part 12 setting a referrable frequency restricting a reference frequency to the RAM 24₁-24_n to the controller 22 of the USB memory 20.
