PPROBLEM TO BE SOLVED: To provide an oval coil winding device and an oval coil winding method which can form an oval coil through a small number of processes, and by which a completed product can easily be taken out to enhance a production efficiency. PSOLUTION: The oval coil winding device which forms the laminated coil in an oval shape by bending an introduced straight-angle wire W in sequence includes a straight-angle wire receiving member 40 which supports the straight-angle wire W, a coil winding machine 50 which winds the straight-angle wire W into the oval shape, and a final guide member 80 which is provided to the straight-angle wire receiving member 40 and sends the straight-angle wire W out to the coil winding machine 50. The coil winding machine 50 is equipped with a core tool 51 and a shaping tool 61 which rotates around it by 180° to bend the straight-angle wire W, and the core tool 51 includes a tool body 52 and a core flange portion 53 at its upper end. The core flange portion 53 has an escape portion 54 allowing the straight-angle wire W having been bent in sequence to move when transferred onto the final guide member 80.
