PPROBLEM TO BE SOLVED: To shorten the construction period and reduce the labor by improving propulsion accuracy of a steel shell and reducing the number of steel shells to be used, and to improve the structural strength of an outer shell by improving adhesion performance between the steel shells by preventing earth, sand, etc., from flowing into the joint part of the steel shells. PSOLUTION: The joining device 114 for the steel shells comprises a preceding-side cross sectional C-shaped channel 117 formed in a precedent steel shell 115 installed precedingly, a following-side cross sectional C-shaped channel 118 formed in a following steel shell 116 installed following the precedent steel shell 115, a joint metal 125 slidably inserted into the C-shaped channels 117, 118 and provided with engaging parts 126, 127 at both ends, and fastening means 123, 124 for fastening and fixing base end faces 121, 122 for fastening the two. When the following steel shell is installed, the joint metal 125 advances together with the following steel shell 116 in a state that the engaging parts 126, 127 at both ends are inserted into the C-shaped channels 117, 118, respectively.
