PPROBLEM TO BE SOLVED: To provide a microorganism effectively imparted with hydrogen producing potential by an anaerobic culture by solving a problem that sufficient impartation is hard in anaerobic culture of a microorganism having a formic acid dehydrogenase gene and a hydrogenase gene, for inducible expression of the hydrogen producing potential. PSOLUTION: The invention relates to the microorganism having formic acid dehydrogenase gene and a hydrogenase gene, having a highly expressing formic acid hydrogen lyase system transcription activator gene, and having inactivated formic acid hydrogen lyase system formation suppressing gene and as the results having improved hydrogen generating potential from formic acid and inactivated lactic acid producing path. The invention also relates to the method for producing hydrogen by cultivating the microorganism under aerobic conditions and then culturing the microorganism under anaerobic condition, culturing the microorganism in a solution for generating hydrogen under supply of a formic acid compound.
