In order for high priority traffic the 2nd part of the using and the optical path low vis-a-vis precedence traffic to make available, optical network is formed the 1st part of the optical path. The high priority traffic which enters into the high priority optical path is watched. When bursting is detected in high priority traffic, the optical path precedence is cancelled in order to utilize the network resource inside network at least low. Then, making use of the available network resource, the new temporary optical path is set, the routing is done on the optical path whose high priority traffic is temporary.
