PPROBLEM TO BE SOLVED: To efficiently generate highly precise knowledge metadata. PSOLUTION: The knowledge metadata generating apparatus generates a knowledge metadata relevant to a content provided to a user. The apparatus comprises a concept definition means for selecting a plurality of concepts among concepts of fields relevant to the content contained in an ontology established beforehand and establishing relation between the plurality of selected concepts to define a new concept, a storage means for accumulating the new concept acquired by the concept definition means into the ontology, and a knowledge metadata generation means for generating the knowledge metadata based on an information resource relevant to the content and the ontology.
