PPROBLEM TO BE SOLVED: To provide an apparatus, maintaining positive pressure or negative pressure to retain cleanliness in a work chamber and hold down expansion of contamination to the minimum, thereby securing safety to people and surroundings even when work chambers required to maintain positive pressure or negative pressure such as a cell-culturing and preparing chamber, a bio hazard countermeasure chamber and a gene manipulation chamber of the regeneration medical plant are damaged due to a disaster such as an earthquake, or the devices are out of order so that the pressure control in a room becomes difficult. PSOLUTION: When the pressure control apparatus or walls of the cell culturing and preparing chamber or the bio hazard countermeasure chamber is damaged so that the pressure control becomes difficult, the air supply and discharge apparatus of a room adjacent to the cell culturing and preparing chamber or the bio hazard countermeasure chamber is used to keep the cell culturing and preparing chamber or the bio hazard countermeasure chamber to positive pressure or negative pressure. Thus, the cell culturing and preparing chamber is kept to the positive pressure or the bio hazard countermeasure chamber is kept to the negative pressure with respect to the surroundings so that the cleanliness of the work chamber can be maintained and expansion of contamination can be prevented.
