PROBLEM TO BE SOLVED: To provide a polymer thin film having 100 nm thickness in a short time by simple operation and to provide an external preparation for skin comprising thin-film coated powder.;SOLUTION: A cationic polymer in which a part or all of nitrogen atoms of a polyamine compound are quaternized with a compound represented by general formula (I) (wherein, X is a halogen atom; n is an integer of 1-20; and m is an integer of 1-20) is provided. Cationic polymer-adsorbing powder is obtained by adsorbing the cationic polymer on the surface of base powder having a negative value of ζ potential. The thin-film coated powder is prepared by polymerizing a monomer molecule on the surface of the cationic polymer-adsorbing powder and forming the thin film thereon.
