The invention pertains to method and device for determining the moisture content of liquids, gases and multiphase materials by their absorption coefficient and dielectric constant, which are measured by operating in a mode of standing waves coaxial transmission line completely filled with the test substance. Method and device offered are used, particularly in the technology of controlling water content in non-aqueous process fluids for the measurement of thevalue of free water in the crude oil and gas condensate, as well as for the measurement of the value of free water in the saturated water steam. Method and device can also be used for the measurement a value of polar substances in nonpolar solvents, for example, a solution of ethyl alcohol in benzene.
