System for locating and identifying cooperating movable elements carrying a transponder of a secondary surveillance radar (SSR) able to emit a SSR signal, said signal comprising SSR a made up preamble of a sequence of pulses, said system comprising: a plurality of measuring stations, comprising each a processing section, one or more transponders installed reference in known positions and adapted to emit a SSR signal, and a processing subsystem, wherein the processing section within each station measurement is adapted to process SSR signals emitted by a carried by a movable member or one of the reference transponders transponder, so that a measure of time of arrival based on a clock of this station is obtained, in which the subsystem processing is adapted to: collect related to that time of arrival data for each signal detected SSR aso ated to a transponder carried by a movable member or one of the reference transponders and to reconstruct the position and identity of the transponder, perform synchronization of the measuring stations with respect to measurement station allocated used with a time reference, thereby producing a single time reference for the system, based on a difference between her arrival time of a signal from a reference transponder to the station assigned measure and time of arrival to the station must be synchronized, being characterized the system that said processing section within each measuring station is adapted for: detecting an SSR signal emitted by a mobile element by analyzing the output of an adapted filter F, adapted to a preamble of said signal; filtering said SSR signal by applying a matched filter single-pulse single pulse; differentiating the output of the matched filter of a single pulse; measure the arrival time of each of the several pulses that constitute the preamble of the SSR signal, by determining the zero crossing of the differentiated signal matched filter, the measure being enabled by the detection of the SSR signal; and reducing the variance error of measured time of arrival by calculating an arithmetic mean of the values relative to the several pulses that constitute the preamble of the SSR signal.
