The surveillance system directly relates with the safety of air transport network including;;airports;;air routes;;and the fleet. One of the newly developed high rank systems is theMultilateration system which is located on the ground;;and can accurately determine theaircraft position by its three antennas based on the time difference of arrival signal. Due to itslower cost of capital;;implementation;;repair and maintenance;;it has started to be widely usedthroughout the world. An attempt was made to develop an optimum model to prioritize thedifferent surveillance system based on the safety and cost parameters using the AnalyticalHierarchical Process. The two main systems analyzed in this paper are secondary surveillancesystem (SSR) and the Multilateration system (MLAT). These two systems were evaluatedbased on the technical and economical parameters;;and a high rank model was also proposed.The developed model was evaluated in the three different mountainous airports in Iran. TheMultilateration system has shown to be the most cost effective air surveillance system for themountainous airports. The developed model can be used for evaluation of any type ofsystems at any set of airports.
