A communications system (100) and method (600) are provided that enables thebalancing and rate matching of different types of services used simultaneouslyby a mobile terminal (130). More specifically, the communications system (100)includes a network (120) and mobile terminal (130) either of which is capableof matching the bit rates of a plurality of transport channels (300) eachhandling a service to a bit rate of a physical channel handling multiplexedservices using relative offset measures and predefined rules. The network(120) assigns and signals the relative offset measures to the mobile terminal(130).
