A control system and method for powering up and down a single board based on the Joint Test Action Group (JTAG) bus are provided in the present invention, which comprise: a master control board, a controlled board and the JTAG bus; the master control board is connected to the controlled board through the JTAG bus; the master control board comprises a JTAG host; the JTAG host, connected to the JTAG bus, is used to send a control command for powering up and down and a target single board identification to the controlled board through the JTAG bus; the controlled board comprises a JTAG bridge module and a JTAG controllable input-output module; the JTAG bridge module is connected to the JTAG bus; the JTAG controllable input-output module, connected to the JTAG bridge module, is used to control powering up and down actions of the controlled board according to the control command for powering up and down. In the present invention, the JTAG host of the master control board sends the control command for powering up and down and the target single board identification to the controlled board through the JTAG bus, and the JTAG bridge module and the JTAG controllable input-output module of the controlled board control powering up and down of system boards through the JTAG bus.
