Disclosed are a gas calorific-value measurement device and gas calorific-value measurement method that measure the amount of hydrogen in a circulating gas. Said gas calorific-value measurement device, which measures the concentration of a target substance using near-infrared laser light, has a piping unit through which the circulating gas flows, a conversion means that is disposed on the piping unit and converts hydrogen to H2O, a measurement means, and a control means. The measurement means measures a first measurement value, which is the concentration of a target substance in a first circulating gas, and a second measurement value, which is the concentration of the target substance in a second circulating gas. Of the circulating gas flowing through the piping unit, that which has flowed along a path that goes through the conversion means is the first circulating gas, and that which has flowed along a path that does not go through the conversion means is the second circulating gas. The control means controls the piping unit and measurement means, computes the concentration of hydrogen in the circulating gas from the difference between the first measurement value and the second measurement value, and computes the calorific value of the circulating gas.
