The disclosed congestion control system is provided with multiple reaction points that transmit packets to a destination and congestion points that transmit the packets sent from the multiple reaction points. Each congestion points detects congestion at said congestion point, samples the sent packets according to a designated algorithm and transmits a feedback message to the reaction points that are the origin of the sampled packets. Each reaction point not only controls a target rate in accordance with the sending conditions of the feedback messages but also sets the target rate at an initial value using initialisation timing that is not in the feedback message.
