A terminal upgrade method, a terminal upgrade downgrade method and an upgrade management center are provided. The method comprises: the upgrade management center obtains the corresponding relationship between a service and at least one of the terminals (S101); the upgrade management center sends an upgrade file to the terminal which needs to be upgraded according to the corresponding relationship (S102); the terminal executes the upgrade operation according to the upgrade file (S103). The terminal upgrade method, the terminal upgrade downgrade method and the upgrade management center provided by the present invention ensure the consistency of the software versions of all terminals corresponding to the same service so as to ensure the normal operation of the service.
