The present invention discloses a method for User Equipment (UE) to read system information of Global System for Mobile communication (GSM) neighbor cells, and a Universal Terrestrial Radio Access (UTRA) system thereof. The method includes: Radio Network Controller (RNC) sends a measurement control message to the UE, notifying the UE to read system messages of neighbor GSM detected cells designated in the message; the UE reads the system messages of the designated neighbor GSM detected cells according to the indication in the measurement control message, and reports Layer 2 information of the designated GSM detected cells to the RNC by a measurement report message. By the present invention, it is implemented that UEs in the UTRA system can correctly read the system information of the GSM neighbor cells.
