Disclosed are a method and an apparatus for implementing Interactive Voice Response (IVR) based on Next Generation Network (NGN). The method includes: configuring and storing an individualized IVR function menu (S101); receiving an access code input by a user (S102); reading and buffering, according to the access code, the IVR function menu corresponding to the access code (S103); performing the corresponding interactive voice response process via the corresponding IVR function menu (S104). With the present invention, the IVR process can be flexibly configured according to the demand of an enterprise user without the service edition modification, therefore the shortcomings that a traditional IVR process is fixed and single are overcome, and the investment cost of an operator and the development cost of a service provider are greatly reduced. Meanwhile, with the method in the present invention, the function menu of the whole IVR process is once read from the database and stored in the buffer area without frequent data reading from the database, and the following process operation is just to interact with the data in the buffer area, thereby greatly reducing the interaction with the database and improving system performance.
