A file used by a plurality of users out of the files set as targets of migration is excluded from a target of the management based on user quota, and is set as a target of management based on a file quota that is the user quota supplied from a plurality of users who use the file. If the capacity of the file exceeds the file quota, the file is again set to a target of the management based on user quota.
