Disclosed in the invention is a message forwarding method and system for reversely notifying layer 3 protocol. Reverse management is adopted, and comprises the following steps of: comparing new reverse management items and original reverse management items, and if the new reverse management items are inconsistent with the original reverse management items, reversely notifying an upper-layer protocol, wherein the said reverse management items comprise reverse management of address resolution protocol (RMARP) items and reverse management of medium access control (RMMAC) items. With solutions of the present invention, when the address resolution protocol (ARP) list and the media access control (MAC) list are changed, the layer 3 protocol can be reversely notified effectively, thereby the aim of perceiving the change of layer 2 by layer 3 protocol is realized, and the communication quality can be improved.
