The present invention belongs to the field of information technology, and particularly provided are a license dynamic management method, device and system based on a TCM or TPM. The method includes: receiving a function to be changed selected by a client according to a function list; generating a pair of keys according to local identification information, wherein the pair of keys includes a private key K_S2 and a public key K_P2; generating a first data packet and encrypting the same using a public key K_P1, wherein the first data packet includes the public key K_P2 and the function to be changed; sending to a server the encrypted data and the local unique identification; receiving a second data packet encrypted using the public key K_P2 and sent from the server, wherein the second data packet in particular includes a license obtained by decrypting and calculating the encrypted data using a private key K_S1; and obtaining the license by decrypting the second encrypted data packet using the private key K_S2, and completing the configuration of the function to be changed according to the license. The technical solution provided by the present invention has the advantage of high security.
