PURPOSE: A developer bearing member, a manufacturing method thereof, a developing apparatus, and a developing method thereof are provided uniformly and stably charge a toner at various environments.;CONSTITUTION: A developer bearing member includes a base material(508) and a conductive resin coating layer(507) on the surface of the base material. The conductive resin coating layer is made of phenol resin, 4 grade phosphonium salt, and conductive corpuscle.
