PURPOSE: A reversing and mending device for non-drilling water pipes using a multi-functional high-pressure safety hose and a mending method thereof are provided to smoothly cure a reinforcing tube by discharging the water produced from steam through holes of a high-pressure safety hose. CONSTITUTION: A reversing and mending device for non-drilling water pipes comprises a first feed unit, a second feed unit(46), a high-pressure safety hose(40), and a water drain line(47). The first feed unit is coupled to a connection pipe so that a reinforcing tube(30) connected to the connection pipe is expanded by compressed air and steam and extended and cured in a water pipe. The high-pressure safety hose has a plurality of through holes(41) on the exterior surface thereof. One end of the high-pressure safety hose is connected to the inside of a winding roll(11) while the other end is coupled to one end of the reinforcing tube and wound around the winding roll together with the reinforcing tube. The second feed unit supplies compressed air and steam through the through holes of the high-pressure safety hose. The water drain line discharges the water from the reinforcing tube through the through holes of the high-pressure safety hose by a pressure difference between the water drain line and the reinforcing tube.
